I’ve read that these games get made early, so they use the current roster at that time. They also go through the whole polish and testing phrase, which doesn’t include going back and changing something that is already in place.
With that said, jeff’s addition was already made earlier in the year as was Kennedy’s and umaga. Though Ryder and haas, and many others didn’t make the current roster, I’m sure they will be added via DLC or unlockables.
